He received the award from President Harry S. Truman at the White House on January 23, 1946 for his actions as a lieutenant junior grade aboard the Naval aircraft carrier USS Franklin in the Seto Inland Sea near Kobe, Japan on March 19, 1945. He enlisted in the US Navy in December 1919 and served continuously in the enlisted ranks until November 1943, when he received a commission as a lieutenant, junior grade. He was then assigned to the Third Naval District and as an inspector of machinery at the Babcock and Wilcox and in December 1944, he was assigned to the Navy aircraft carrier USS Franklin as an engineering officer. On March 19, 1945 the USS Franklin was severely damaged by a Japanese air attack when he discovered there were 300 men trapped in a blackened mess compartment and, finding an exit, he kept returning to lead groups out of harm's way. He later organized and led firefighting parties to battle the inferno on the hangar deck and entered number three fireroom to raise steam in one of the boilers, braving extreme hazards in so doing. Following the war, he remained with the USS Franklin until it was decommissioned in 1947. He then took a post with the Naval Disciplinary Barracks at Terminal Island, California, where he served until his retirement at the rank of commander in June 1950. In 1983 the guided missile frigate USS Gary was named in honor. His Medal of Honor citation reads: "For conspicuous gallantry and intrepidity at the risk of his life above and beyond the call of duty as an Engineering Officer attached to the U.S.S. Franklin when that vessel was fiercely attacked by enemy aircraft during the operations against the Japanese Home Islands near Kobe, Japan, March 19, 1945. He was driving a 5 ton truck when it ran over a box mine in a recon patrol. The explosion blew the back dual tires off of the truck. The explosion blast also ruptured the diesel tank at the same time, just as Ronnie was exiting the vehicle, the blast ignited the fuel and washed him in it. He was burned almost beyond recognition. He lived for three days. He was 20 years old. When a vastly outnumbering, well-concealed hostile force launched a sudden, vicious counterattack against his platoon's hasty defensive position, Sgt. Poynter displayed superb skill and courage in leading his squad and directing its fire against the onrushing enemy. With his ranks critically depleted by casualties and he himself critically wounded as the onslaught gained momentum and the hostile force surrounded his position, he seized his bayonet and engaged in bitter hand-to-hand combat as the breakthrough continued. Observing three machine guns closing in at a distance of 25 yards, he dashed from his position and, grasping hand grenades from fallen marines as he ran, charged the emplacements in rapid succession, killing the crews of two and putting the other out of action before he fell, mortally wounded. By his self-sacrificing and valiant conduct, Sgt. Poynter inspired the remaining members of his squad to heroic endeavor in bearing down upon and repelling the disorganized enemy, thereby enabling the platoon to move out of the trap to a more favorable tactical position.
